How to choose a tracing agent in the UK: a nine-point checklist

1. Start with the payment model

Ask when money leaves your account. Paying up front and hoping for a refund puts the risk on you; a non-refundable "search fee" means you pay whether or not they find anyone. The safest model is charged only on delivery: card saved at instruction, nothing taken until a current registered address is in your hands. Read what no find, no fee really means.

2. Ask what a result actually is

A bare address in an email is not a result you can rely on. Look for three things on every report: the current registered address, a confidence rating that explains the strength of the evidence, and the date it was verified. 3. Check that they ask why

A tracing agent that does not ask why you want the address is a warning sign, because tracing a person is processing their personal data and needs a lawful basis under UK GDPR. Recovering a debt, serving proceedings, administering an estate and resolving a tenancy are recognised legitimate interests. A personal wish to reconnect is not a basis for handing over someone's home address, which is why reputable agents use a consent-based approach for that. 4. ICO registration and a company you can see

Tracing does not need a licence in the UK, but the operator must be registered with the Information Commissioner's Office as a data controller, and a limited company must display its registered details. If you cannot find either, move on.

5. Who does the work

There are three kinds of tracing operation: a person who traces for a living, a call centre that runs your details through one database, and a website that resells someone else's lookups. Only the first will cross-reference sources, notice when a record is stale, and tell you honestly when the best they have is a lead. Ask who checks the result before it is sent. 6. Turnaround that matches your deadline

Most matters are fine with a few working days. Hearings, limitation dates and injunctions are not. Look for a genuine fast option with a defined promise rather than "urgent on request". 7. For firms: references, invoices and volume

If you instruct regularly you need your matter reference on every case and every invoice line, one monthly invoice, a shared case list so any fee earner can see the status, and a way to instruct in bulk. 8. Price against value, not against the cheapest

Consumer-facing no-find-no-fee traces have typically been advertised in the tens of pounds up to around a hundred pounds; firms have routinely paid £150 to £350 and more through traditional agents. 9. Straight answers

Read the FAQ before you instruct. If it dodges the hard questions (what if you are wrong, what if the person is abroad, what if they have deliberately disappeared), expect the same when your case gets hard. The honest answer to "will you find them" is "almost always, and if not you will not pay", not "guaranteed".
